Release 0.22.0

Cuts 0.22.0 from the unreleased changes:

• Added: trigger.type: continuous (schema 0.7.6 preview, feat: trigger.type continuous (0.7.6 preview) is never scheduled; --strict fails on a retargeted overlay patch #734): a build its platform keeps running, which no scheduler starts and which takes no other trigger.
• DuckDB 2.0 (fix(duckdb): run on DuckDB 2.x as well as 1.5.x #740): forge-cli runs on DuckDB 2.x as well as 1.5.x. Verify, local apply, contract SQL and Postgres/MySQL sources work on both, and the sandbox refuses what it refused on 1.5.
• --strict: fails on an overlay patch that lands on another entry, in fluid validate (contract, workspace and bundle: feat: trigger.type continuous (0.7.6 preview) is never scheduled; --strict fails on a retargeted overlay patch #734, feat(validate): fluid validate <bundle>.tgz --strict fails on a retargeted overlay patch the bundle recorded #735), fluid contract-validation and fluid test.
