CHANGELOG.md: the [0.19.0] section, with #700 (column masking, row filters and governance labels on AWS and GCP; terraform-provider-aws 6; a full-refresh BigQuery load that keeps row access policies) and #699 (a DuckDB landing outside the contract's directory lands on every run), and the compare links for 0.18.1, 0.18.2 and 0.19.0. After this merges and main's CI is green on the merge commit, v0.19.0 is tagged.
