CC-LLM-01 Expose FreeLLMAPI to deployed Worker via Cloudflare Tunnel

A Worker on Cloudflare cannot reach localhost:3001. Stand up a Cloudflare Tunnel routing e.g. llm.codecolony.dev -> localhost:3001 and set Worker secrets FREELLM_URL, FREELLM_MODEL_ID, FREELLM_API_KEY. Runbook in docs/runbooks/freellmapi-tunnel.md.
