Integrate Mastra agent framework with FreeLLMAPI for real LLM inference

Goal

Bring real LLM inference into Code Colony agents via Mastra, pointing at the local OpenAI-compatible FreeLLMAPI endpoint (http://localhost:3001/v1/chat/completions).

Acceptance

• Mastra deps installed; mastra/ workspace scaffolded
• OpenAI-compatible client configured against FreeLLMAPI
• One Backlog Triage agent producing structured suggestions for a BacklogIssue
• Smoke test against the live endpoint passes
• API-key handling via env var
