Adds the optional hosted context engine used by the SC-CONTEXT-01 / APR-10 integration. A signed reservation and exact project binding now lead to encrypted, lane-filtered retrieval capsules, durable checkpoints, higher-fence restoration and independently verified sealing. The existing local Session API remains available.
The daemon uses private Unix-domain IPC and has a hardened systemd template. Storage metadata is authenticated with the ciphertext; startup and read-time integrity failures quarantine the affected cycle. The package retains its own import/command namespace and exports closed schemas plus signed interoperability fixtures.
Validation: 613 tests passed with four existing skips in an isolated package installation; Ruff and mypy passed. A separate Linux daemon/engine run passed all 14 tests, including stale socket recovery and live-listener exclusion. A synthetic 400-record Linux measurement observed 219 ms retrieval p95 and about 72 MiB peak RSS.
This is a draft bounded-canary implementation. It does not enable production, establish billion-token reach, or satisfy the master specification's full rollout definition of done. Per-cycle managed-key erasure/holds, representative scale and chaos measurements, and signed production gates remain required. See docs/HOSTED_CONTEXT.md for the operational contract and limits.
