  • add acs_run_true gating in bsa/logs_to_json.py to exit when Total Rules Run is 0
  • keep PFDI parsing flow but render Not Implemented in red
  • refactor SCMI block to match PFDI-style success/failure structure
  • add SCMI Not Implemented message on exit code 1
