P2 Badge Lock lucide-react to the reviewed 1.28.0 release

This dependency update is advertised as lucide-react 1.27.01.28.0 and the commit text includes only the 1.28.0 release notes, but the generated lockfile actually pins 1.29.0. Merging this as-is means clean installs of the dashboard will take an unreviewed version that is outside the stated PR scope; regenerate the lockfile for the intended target or update the PR to review 1.29.0 instead.
