Adds a README section establishing that this repo is the open-source AFI Gateway submission boundary (POST /api/v1/signals; routes-not-writes, guardrail-enforced; not the API Atlas) and that AFI Research Institute is the designated, NON-EXCLUSIVE operator of the official hosted Gateway reference instance — the MIT implementation stays usable by independent conforming operators, Institute instance policies are instance-scoped, and no hosted deployment is claimed (none exists).
