Prerelease using latest NOAA-GFDL/MOM6 with Claire's ice-shelf changes

This PR is to deploy a prerelease using the dev/gfdl+access+isf branch of MOM6. This branch is:

• based on the current latest NOAA-GFDL/MOM6:dev/gfdl (UPDATED: https://github.com/NOAA-GFDL/MOM6/tree/759c03a1588f02ce19b1d0104ea302076f1fcba7)
• includes ACCESS changes from the 2026.05 branch
• includes @claireyung's ice shelf changes.

Compiler flag changes from #142 are also included.

This prerelease could possibly replace #142, pending approval from @claireyung.

ifx: error #10106: Fatal error in /apps/intel-tools/.packages/2025.2.0.575/compiler/2025.2/bin/compiler/ld.lld, terminated by kill signal

while building access3. I think this is running out of memory. I can reproduce the failure using my own spack instance on a login node, but can build successfully on a SR compute node.
