fix(ci): cancel superseded checks and skip obsolete aggregation - #534
Frequent PR updates currently leave older platform checks queued or running. Add workflow-scoped cancellation for superseded ordinary CI, isolate manual/scheduled runs, and stop allocating runners for cancelled status-only aggregation.
Preserve release eligibility through the existing merged-PR check fallback and exact frozen-tag qualification. Publishing/deployment workflows and explicitly frozen VS Code lanes keep their existing policy. Required check names and the job dependency graph stay unchanged.
Existing guard now rejects the previous unconditional aggregate and accepts cancellation-aware aggregation.
Isolated GitHub TEST fixture confirms queued jobs are superseded. Running/matrix cancellation and remaining native E2E scenarios are still being verified; this PR is not declared ready to merge yet.
The pinned old macOS consent baseline can also deadlock while reaping its cancelled virtual-TTY child. Its evidence checker now recognizes that precise outcome alongside the original next-owner input-loss proof: the exact target must run alone and the timeout must contain both the specific wait/reap stack and the blocked context watcher. Generic timeouts and unrelated failures still reject. The current-source test command remains unchanged and must pass.
Regression validation: the previous checker rejects the captured macOS 26 baseline evidence; the repaired classifier accepts it. Four focused tests cover the real fixture, original failure outcome, and mutations removing each required signature or substituting another test/package/pass/skip. All pass; actionlint remains clean. Exact-head CI is pending for this update.
Ordinary pushes now supersede obsolete checks on the same branch in Required, Docs, Polyglot Smoke, CodeQL, Govulncheck and Skills picker; their PR/push groups remain separate and manual/scheduled runs remain independent. The release verifier itself is unchanged.
A new offline handoff scenario executes its actual shell gate: absent or cancelled merge-commit checks are accepted only with complete successful checks from the associated merged PR head. Missing/failed fallback checks, absent/unmerged PRs and a different merge base reject. After synthetic main advances, the unchanged tag guard and build shell still select the frozen commit and its original source bytes at the mocked build boundary. The full four-test release handoff suite and seven focused workflow/evidence controls pass; actionlint and source-graph invariants pass. Exact-head delivery CI remains pending.
Summary by CodeRabbit
Chores
Improved automation run handling: newer pull request and push runs can replace earlier in-progress runs, while manual runs remain independent.
Tests
Expanded macOS terminal-consent checks to recognize additional failure patterns.
Strengthened release-pipeline checks for required validation and confirmed that builds use the commit selected for release.
This PR updates concurrency settings across CI workflows, adds cancellation-aware acceptance checks, adds Darwin consent-baseline classification and validation, and extends release-pipeline end-to-end tests for merged-PR checks and frozen-source builds.

Concurrency groups distinguish event types and use a PR number, push ref, or run ID. In-progress cancellation applies to pull-request and push runs.
The acceptance job is skipped when the workflow is cancelled. The workflow guard and mutation tests check the updated aggregate-job condition.

The checker recognizes specified test failures and validates timeout and goroutine-trace evidence. The workflow adds the checker and unit tests, with captured JSONL evidence and tests for accepted and rejected cases.

The test fake validates GitHub API options. New tests cover merged-PR checks, invalid PR records, and release jobs using the validated commit after main advances.
A scheduled audit can be lost while waiting to run. Fix its queue configuration before relying on every scheduled audit completing; the remaining confirmed risk is narrow.
