Integrates the compatible QA-harness concepts from ezis-nexus as a Weft-native, additive verification layer.
Includes dependency-aware profiles, capability preflight, bounded reports, explicit PASS/FAIL/BLOCKED/SKIPPED evidence, process-group timeout cleanup, release archive smoke composition, optional GitButler observation, task/ADR/progress documentation, and runner regression tests.
Deliberately excludes source-project CMake, DBMS, container, and branch-policy assumptions.
