Merge flag specification analysis and 5 implementation proposals from cursor/tor-relay-spec-flags-91e2 branch, following the consolidated plan format from cursor/relay-page-layout-refinement-9cbd branch. New documents: - tor-relay-flags-analysis.md: Complete dir-spec flag reference with requirements, implementation status tracking, and gap analysis - tor-relay-flags-proposals.md: 5 detailed proposals for extending the Eligibility Flag Vote Details table (Exit, Running, Valid, V2Dir, MiddleOnly) Key additions: - Full specification coverage of all Tor relay flags - Implementation status tracker following existing format - Detailed code examples for each proposal - Consolidated table structure showing before/after - Testing checklists for each proposal Related to: relay-page-layout-consolidated.md Co-authored-by: github <github@1aeo.com>
