Add comprehensive documentation for Tor relay flag analysis and detailed implementation proposals to enhance flag eligibility tracking.

These new documents consolidate existing flag-related plans, providing a complete reference for Tor relay flags, identifying implementation gaps, and proposing detailed solutions with code examples. This will help relay operators understand flag requirements and diagnose issues more effectively.

Merge flag specification analysis and 5 implementation proposals from
cursor/tor-relay-spec-flags-91e2 branch, following the consolidated plan
format from cursor/relay-page-layout-refinement-9cbd branch.

New documents:
- tor-relay-flags-analysis.md: Complete dir-spec flag reference with
  requirements, implementation status tracking, and gap analysis
- tor-relay-flags-proposals.md: 5 detailed proposals for extending the
  Eligibility Flag Vote Details table (Exit, Running, Valid, V2Dir, MiddleOnly)

Key additions:
- Full specification coverage of all Tor relay flags
- Implementation status tracker following existing format
- Detailed code examples for each proposal
- Consolidated table structure showing before/after
- Testing checklists for each proposal
