Org migration: archive old zeevdr/* repos

Description

After the new org repos are live, tagged, and validated — archive the old repos under zeevdr/.

Steps

• Add a notice to each old repo's README:
  ```

  This repository has moved to opendecree/decree
  This repo is archived and will not receive updates.
  ```

• Archive each repo via Settings → Archive (makes it read-only)
  • zeevdr/decree
  • zeevdr/decree-python
  • zeevdr/decree-typescript
  • zeevdr/decree-ui
• Update GitHub profile pin to point to opendecree org

Depends on

• Org migration: tag v0.3.0 across all modules #176 (v0.3.0 tagged and validated)

Notes

• GitHub web redirects from zeevdr/* will continue to work even after archiving
• Go module redirects will NOT work — old import paths are dead
• Keep repos archived (not deleted) so existing links don't 404
