Org migration: create opendecree GitHub organization

Description

Create the `opendecree` GitHub organization. This is the manual prerequisite for all other migration tasks.

Steps (manual — user must do this)

• Go to https://github.com/organizations/plan → create org named `opendecree`
• Select Free plan
• Set org description: "Schema-first business configuration management"
• Upload logo as org avatar
• Add zeevdr as owner
• Configure org settings: enable Discussions on the org profile

Notes

• Must be done before any repo creation or transfers
• The org name `opendecree` must be available (check first)
• Free plan is sufficient for open-source repos
