Subject: [PATCH] deps: bump workshop-rs to 1.28.1

workshop-rs 1.28.1 accepts the OverPy event spelling 'Player Received Knockback' (wrightkit/workshop-rs#590), so the Overwatch-AI-PVE seed no longer fails rule parsing with unknown-event.
