Hi maintainer, I'd like to take this. An identity verification wizard is the first real touchpoint for new users — progressive disclosure, save-and-resume, and clear error recovery aren't nice-to-haves here, they're what determines whether users complete onboarding or drop off.

Key design decisions:

State: Typed reducer with explicit step transitions, Zod validation per step, partial data persisted per step for save-and-resume. Resume check runs server-side to avoid flashing the initial step.

Progressive disclosure: Step N+1 only rendered after step N validates — never mounted in advance. Smooth transition between steps to reinforce sequential flow.

Save-and-resume: Persist on every validated step completion (backend or localStorage fallback), offer "Continue where you left off" on return. Not just on final submit.

Error recovery: Per-field inline validation on blur, per-step on "Next" attempt. Specific actionable errors at both client and backend verification failure points with clear retry paths.

Responsive: Mobile-first, sticky progress indicator, fixed action buttons on mobile. Tailwind CSS, consistent with existing conventions.
