winccoa-cli-wrapper: README describes Docker image builder instead of CLI wrapper

Problem

The entire winccoa-cli-wrapper/README.md describes a Docker image building workflow (build-winccoa-docker-image). It contains references to .github/workflows/generate-winccoa-image.yml, build-docker/Dockerfile_install, Docker secrets, etc. ╬ô├ç├╢ none of which exist in this repository.

The actual purpose of winccoa-cli-wrapper (wrapper tooling around WinCC OA CLI usage) is not documented anywhere.

Action Needed

• Rewrite README.md to describe the actual CLI wrapper functionality
• Add installation, usage, prerequisites, and examples sections
