Factor panels placed during sandstorm into constraints #2
Description
Currently, only scouting data from Teleop are factored into constraints. It may be especially beneficial to factor in Panels placed on the Cargo Ship during Sandstorm as it would make determining the best number of null panels to use a little bit more accurate.
