Time recorded for weight does not correctly capture AM vs PM #1077

Description
While logging a bodyweight record, on the app, it correctly logs for AM timestamps. In the afternoon, PM timestamps are recorded as AM, i.e. 12 hrs earlier. When trying to edit the log, I can select PM but when I save it does not actually update the record.
I can correctly edit the time in the web browser version, however the time is offset by 6 hrs later in the add a record popup despite being correctly logged, e.g. I add a record at 8 am, but in the popup it shows the time as 2 pm and when I save, it is correctly recorded as 8 am. The timezone is configured as new york (UTC-5) in the compose.
