Individuals removed from events are re-assigned to same event

Individuals who have been previously removed from an event, should not be re-assigned the same event by the auto-assigner.

USECASE:

As a manager, I want to be able to remove people from events permanently, so that I can better accommodate both the clients and the techs working.
