Progress towards a new CR publication

w3c/webvtt#460 is the updated snapshot with all the relevant changes.

The related PRs to it are w3c/webvtt#461 and w3c/webvtt#470 which make the snapshot changes against the latest spec draft.

TTML over RTP IETF draft

https://datatracker.ietf.org/doc/draft-ietf-payload-rtp-ttml/ was brought up in IETF 105 after the WGLC lapsed without any comments: the chair of the payload working group suggested that a note from me as Chair of TTWG would be helpful even if it is to say there are no comments. I think all the comments made by group members so far have now been addressed.

Any objections to my sending such a note?
