This work has now transitionned to the CSS working group under the w3c/csswg-drafts repository.

Do you plan to also update SVG Strokes?

Yes, I was hoping that we'd manage to have svgwg.org transferred to W3C or, failing that, that the SVG WG would publish a new draft of SVG 2 that would point at the w3c.github.io address so that spec sources update themselves. Neither of these have happened yet and the svgwg.org version of the spec no longer gets updated. Publication of a new draft should still be done "by summer" according to w3c/svgwg#938 (comment). I'll see if I can force the new URL for the Editor's Draft in our systems in the meantime.
