Core-AAM Normative and Informative references -- where are they coming from/how to add/what's with the split?

We need to add one for android, and I realized, I can't find the source -- do you know @daniel-montalvo or @pkra or @jnurthen ?

Also I'm not sure the split between normative and informative is correct, once I understand where they come from maybe I can propose a fix, but it seems low priority.
