Is Section 6 "Privacy Considerations" normative?

We use several RFC 2119 terms in this section. Are they normative?

Yes, as it stands, the Privacy Considerations section is normative according to the Conformance section. Ditto the Security Considerations section.

Privacy and Security Considerations sections should transition to non-normative sections and be marked as such. Any normative requirements that are intended to be testable should be relocated to more appropriate sections of the spec.

These sections should use advisory keywords, e.g., as proposed in #671 , to help readers consistently distinguish between normative and non-normative content.
