This is not a requirement of the vocabulary. The vocabulary can be used with any syntax or serialization. The quoted text actually describes a requirement of AS2-Core, not AS2-Vocab.

Considering that we're merging the two docs, this is moving from one section to another, not from one doc to another, so I think it's perfectly reasonable, and the right way to do it.
