Fiat currency uses BTC price instead of VTC

Tools > Preferences > Fiat currency shows address/wallet balances in BTC price instead of VTC.

exchange_rate.py has not been edited to use VTC's price, and attempting to do so will cause "No FX price avaliable" to show up, or BTC's price to show up.
