Question about Prompt Guard

For llama 3.1 it says
Llama Guard 3 8B and Prompt Guard are included

I wonder how this works? Automatically? Does it need to be activated or inferred against like the OpenAi moderation API?

Edit:
I learned that incuded here means, included in the 3.1 package and not a kind of build in with the model.
I would like to feature request to include Llama Guard and Prompt Guard.
