how to solve .NET Data Directory RVA is 0

Hi there, I have this program: https://github.com/user-attachments/files/26661671/ECUProgram.zip
DIE as well as RBG Packet Detector says that the executable is using Confuser 1.X

but the tool said .NET Data Directory RVA is 0

Now I know this is a NET Framework asembly, cuz its using WinForms, just not sure how to unpack it
