LC8: Use Google Speech to Text service #415
Description
For Lecture Series that have the subtitles flag enabled (see #403) we would generate transcriptions using the Google Speech to Text service from Google Cloud.
Quick investigation suggest that we'll have to point Google to the audio only transcode of jwplayer.
This transcription will then be stored in the database and uploaded to jwplatform API for the given media item.
