Asset entry creation does not always appear in audit logs

It appears to me that, in the IAR, asset creation is not recorded, or not always recorded, in the IAR audit log. Amongst other issues, this means that we can't tell which user created an asset. For example, the following UIS assets all have a creation date of 2018-04-16, but there are NO records for those assets on 2018-04-16 in the audit log:

1. Asset f88d7eda-468b-44c8-934f-887d4098156a
2. Asset 18d5fbd6-7513-429f-bdf1-dacd1b7b3dd9
3. Asset 211c30e3-8a97-4725-a5cf-06436d35084f

We need to:

1. Confirm that this is a problem
2. Determine a mechanism for how this happens
3. Fix it (if necessary)
