News Block users should be able to select from multiple taxonomies #78
Description
The News Block does not currently allow a user to select both a Category (Topic, Division, Department, College, etc.) and a Tag.
Users should have the ability to select both. This will reduce "tag creep." We are already seeing this with some of the Baskin tags, where they prefix their tag, such as be-sustainability. If every department and division starts doing this, it'll be a mess.
