Error when provisioning repos without setting an `Import URL` for the deliverable

Cannot provision repos without setting an `Import URL` in the deliverable (which makes sense to me) but would it be possible to 1) add a more informative error message (currently it just informs the user that it cannot create the deliverable) or 2) prevent the user from creating a deliverable without adding an `Import URL`.
