Investigate Google Chrome viability with Manifest V3

Chrome’s changes to what extensions are allowed to do with Manifest V3 supposedly severely impact uBlock Origin because it changes how extensions can access the webRequest API. We should investigate whether it is viable to build our extension for Chrome with this limitation.
