starting the server on windows

Hi, is there a chance to modify the script to run on Windows?

This should be possible.

• adding OS detection
• writing a connector to the webcam device in topdon/video.py
• checking dependencies on system libraries
• disabling cloudflared functionality

Since I do not have a windows operating system, I will not implement these features. But I will be happy to assist with any questions and accept Pull Requests with features.
