Files aren't downloading properly

I'm not sure exactly what is happening. My guess is that some files are uploaded, but won't be released before a set time. Before they are released, a "dummy" version of the file will download (which always has the size of 3KB). When the full file is released, then it won't be downloaded, because it's detected as having been downloaded before.

Here's an example of the "dummy" file:
