NoticeBar component is not responsive / mobile friendly

Describe the bug

The NoticeBar component, specially when having CTA buttons, breaks when viewing it on a mobile device / small viewport

Related with thunderbird/appointment#1718

To Reproduce

Steps to reproduce the behavior:

1. Navigate to https://thunderbird.github.io/services-ui/?path=/story/components-noticebar--cta-controls
2. Open the DevTools and turn on Responsive Design Mode or reduce the width of the window
3. Check the UI issue
