Add WASM Build

Organizing tasks here since this will not be a simple effort as far as I can tell:

1. First step is to upgrade as per docs
2. Get it to work manually, ideally capture it inside a Dockerfile.
3. Integrate into CI, ideally as a nightly build hosted in github.com

This issue in turn also closes #4
