Build images in github action

Build the images and push to docker hub. This should happen in one of these cases:

• Upstream update of the teeks99/clang-ubuntu or teeks99/gcc-ubuntu image
• Push to this repo
• cron....but this might not be necessary if those images are running on a cron job, as there will be regular updates for that reason.

@rexdivakar awesome, let's start with just getting them to build... once we've got that working then we'll figure out the upload stage.

@rexdivakar Actually, if it is all the same to you, it would probably be easier/better to do this issue first, as that feeds into this. I've been updating the build_img.py script I've been using a bunch there, so that could help smooth things out as well.

Sure @teeks99 please add ur dockerhub secrets and let me know so i can make changes and test them

Like I said, lets get the build working before we try to do the pushes to dockerhub and stuff that needs the secrets.
