Steps to Reproduce:

1. Wake computer from sleep (Modern Standby, mode 7 -> 9)

Are you using the Microsoft Store version of WDD?: Yes/No Yes

It seems like occasionally the COM class isn't ready to load right when the system wakes from sleep, so I've tried adding 3 retries 1 second apart.
