Add workflow in github actions which automatically adds NSOC'26 label to each issue opend

I'd like to work on this issue!

My approach:

• Create GitHub Actions workflow that triggers on issues.opened
• Check if issue is in this repo
• Auto-add NSoC'26 label using GitHub's label API
• Use GITHUB_TOKEN for authentication

Could you please assign this to me?
