Integrate with WebPageTest using their REST API

WebPageTest.org provides a REST API to run automated performance tests. See https://sites.google.com/a/webpagetest.org/docs/advanced-features/webpagetest-restful-apis

Noregress can use this API instead of Google's Page Speed API.

Users can choose either implementation. The actual test cases should not require modifications.
