Updating `fetchStrategy.annonHttp.location` does not cause new runtime installation

I updated an installed Shim resource to fetch the 0.22.0 release instead of the 0.19.0 release of the containerd-shim-spin. I expected the RCM to kick off a new installer but did not see any pods kicked off. What is the expected behavior?

Pertinent Shim section:

I reproduced this as well; in the controller logs I see the following after updating the shim:

Apparently we are missing (re-)inspection of the fetchStrategy details when reconciling?

(The workaround would be to delete and recreate the Shim resource; though note that #66 might be an issue in both scenarios)
