Has anyone tried creating a dynamic group using logic?

Scenario:

I have an inner group and an outer group, and I want the outer group to synchronize when the inner group is running and the door is open for 15 minutes.

When the door is closed, the outer zone should shut down and then lock, but the inner zone should continue running.
