This PR adds support for dynamic, gameweek-specific player prices.
Previously, buy/sell prices were static for the entire optimisation horizon.
Now the solver reads "future_price_changes" from user_settings.json and applies per-GW adjustments to buy_price[p][w] and sell_price[p][w].
This enables scenarios such as planned future price rises/drops, allowing the optimiser to react accordingly in transfer and budget decisions.
