application workflow scaling scripts are not invoked on multi-cloud deployments

Looks like scale_action is not properly obtained from the server

The problem is here

_get_nodes_instances_with_orchestrators() is done only for this particular orchestrator, so this cannot work for multi-cloud deployment.
