Tag + release puppetlabs-hocon with EL8 support and update Puppetfile.pinned

Our fork of puppetlabs/puppetlabs-hocon added EL8 support in the metadata.json, but hasn't been released or tagged. As a result, the 1.1.0 hocon module's metadata.json does not claim to support EL8. This doesn't prevent the module from compiling or working, but it raises warnings on the Puppet Server while compiling.
