Tracking issue for Beacon-APIs

This issue is to track the beacon HTTP APIs and the event streams that are added or removed. Any update in the ethereum/beacon-APIs repository will be updated here as well, so that the beacon-APIs related updates can be concentrated in one issue, and it is easier to track what is lacking/waiting to be implemented in Lighthouse.

This is a tracking issue, thus not assigning anyone to work on it. Sometimes a developer will implement the endpoint while working on Gloas (e.g., #9038), after the PR is merged, it will be updated here too.
