Load all scan processes in dev profile by default

Actually we have a bom with all default scan processes. Would be cool to load em all by default in the dev profile.

@J12934: I think this is already fixed and the issue can be closed, right? (there is a dev profile in scb-engine pom.xml which does exactly that)

(if i remember correctly) this issue originated when i tried to add a new scan process and forgot to add it into the scb-engine/pom.xml, and then being confused why it would not show up when i started the engine with the dev profile.
@ruedih suggested that this loading could be done in a way, without you having to specify every single process. I would prefer that as i forget to do add the process every time i add one.
