Subject: [PATCH] footer source: add footer-legal gray band (badges, copyright,
 legal, tagline, also-of-interest)

Wire fortinet.com's secondary gray footer band into the /footer fragment as a
second section using the existing footer-legal block: sponsor/partner badges,
copyright, the legal-links row, the tagline, and 'Also of Interest' links.
Copyright + legal moved out of the black footer into this band to match the
source. Content already uploaded to DA and published; this keeps the repo's
fragment source in sync.
