[Feature]: custom screen refresh rate

Problem Statement

Many phones especially pixels don’t really let you customize the refresh rate of the screen. For me as a user though, it would be very helpful if i could change the hz lf my screen easily.
This would make me able to save energy.
Luckily, its possible to change min refresh rate and peak refresh rate via adb shell (shizuku).

Proposed Solution

Add a menu and quick settings tiles for preset refresh rate (30, 60, 90, 120hz) and implement using shizuku.

Is this the same approach as GalaxyMaxHz app? because I remember it working when I last tested a while ago but I only got up to 90Hz. You are free to contribute as long as the codebase is kept clean as I much appreciate a modular implementation so if something fails only that component being unavailable and such.
